downloading wallpaper

I would like to know what can I do about the fact that every picture I
download for my wall paper comes up blurry.

The picture's pixel dimensions may be a lot smaller than your screen
resolution. Right-click the desktop, and choose Personalize. Click on
Desktop Background. At the bottom of the window, there are three choices
for Position. The first one stretches your picture to fit the screen. The
last choice will center the picture, as is. Going back to the
Personalization window, check the resolution of your monitor by clicking on
Display Settings. If its, say, 1600x1200, a picture only 400x600, if
stretched, will look quite distorted. (Right-click on the picture you want
to use and look at it's Properties to figure out its dimensions). It you
want to fill your screen, using the above display resolution example, find a
picture that's around 1600x1200, ideally, to avoid having to use the Fit to
Screen position choice, using Center instead.

The best pictures for wallpapers are the ones with at least same resolution
as your graphic setup

Others have given you good answers. I'd also like to point out that if
your Internet connection is through dialup (since you didn't say) and
you are using a "web accelerator", that is the reason for your blurry
images. "Web accelerators" don't really speed up your actual connection
they simply download less data by compressing images. This gives the
illusion that your connection is faster. If this is your situation, turn
off the web accelerator when you want to download images.
