How to know the connection is established

I have a windows server 2016 , which are running on VMware and protected by firewall

I have a application is running on another PC ( same subnet ) want to connect the above serve r, how it can not be connected , the connection is hang.

I would like to confirm if the connection is blocked by the firewall , what is the best way to test whether the connection is blocked ? telnet IP is the good way to do that ? if yes , putty can be used as telnet tool to do the test ?
