Change authorization/Owner of Remote Desktop license RDS

Dear Sirs,

We bought 100 licenses Windows RDS from someone in 2015 in his account, now we want to change this 100 licenses to our account as we have an account in VLSC now.


Can he change the owner or transfer this 100 licenses to our account?.
