windows installer 3.1 v2

Is there any way to get windows installer 3.1 v2 so I can install sqlserver2008 R2 V2 on Windows XP Pro SP3 32bit. There seems to be a lot of interest in it but it is not available from Microsoft. I don't see how offering it for people just wanting to run some old programs is going to hurt Microsoft????
