Windows Installer 3.1 v2 does not work with XP SP3

Does anyone know if there is a way to get the old windows installer that will work with Windows XP Service Pack 3? I would like to install SQL Server 2008 v2 express, but the latest Installer 3.1 v2 will not work on XP SP3. I would greatly appreciate any advice on how it can be done!!!
