Custom Built Computer Tower with Windows 10 Screen Dimming Issue

I have checked to see if I have adaptive brightness and I don't screen shot below
Video Card Up to date of AMD Sapphire RX 580 8GB Screen shot below
This is not the first time I have experienced this issue and it being a WINDOWS ISSUE as my laptop hasn't had this issue on my laptop in over 2 months well close to it but I hardly use it anymore
