RDP Session to 2016 Domain member. User is normal domain group, but they are joined to Local Administrators on target.

Hi,

I just built a small Domain on Azure to test this.

The user cannot create a new account on the remote computer. Error 5.

Is this a standard Windows Domain security feature, or is is specific to Azure?

And is there a way to enable Local Administrator user to create local accounts on domain members?
