old laptop running vista. not connecting to wifi network

I have an old laptop running vista. 2 problems. 1 shows "connected" to wireless wifi network but cannot connect to the net. Networking shows red x between computer and web icon. and status shows "identifying network". 2. I tried to install windows 10 wich I bought and the computer will not boot up from the windows program FROM THE the USB on which I was told to insert the flash drive stick
