KB4534271 Not Installing

I am having some issues installing KB4534271 on all of my 2016 Servers (Build: 14393.3085 Version 1607). Every time I try to install the KB, it never errors out it just stops at 20%. I have let it sit at that percent for as long as 3 days with no change. I did install the prerequisite KB4520724 successfully. I was wondering if any one else had this issue? I would appreciate any help!
