WINDOWS 7 ~ SCHEDULED TASKS TRIGGERED LATE BY SECONDS AT RANDOM

I have a Windows 7, Professional, 64 bit. I have administrative right over my Laptop which is a HP Pavilion g4.

I have set various basic tasks in the Task Schduler which work daily/weekly as per triggers assigned to them. However, there is a problem with most of the tasks. Barring just a few, most of these tasks start a few seconds later than the time they are set to trigger. For example, if a task is set to trigger at say 06:00 A.M., it will start at 06:34 A.M. None of these errant Scheduled Tasks start later than a minute but have random delays, anything between 13 seconds to 56 seconds. In the Advanced settings, delay task by. . is left blank.

I have checked the settings of the Scheduled Tasks which start on time with those which don't and have noticed that there is no difference.

Even if I create a Basic task and then go on to create a Task, this problem still exists. Most of my tasks trigger bat/ vbscripts. I run daily scans with Microsoft Security Essentials and Malwarebytes Premium, hence I don't seem to be affected with any Malware/Virus. This is an age old problem and has nothing to do with any changes I have made on my Laptop. This problem persists even after formatting my C Drive.

The default programs set for VB Scripts is set to Microsoft Windows Based Script Host and for bat files it is set to Unknown application.

None of my Scheduled Tasks fail and the last result is always 0X0. The only problem is that they never seem to start on time and more than often delayed by seconds at random.

I have not ventured in the registry for the following :
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Schedule\TaskCache\Tasks
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Schedule\TaskCache\Tree

I sincerely request members of this community to help me.
