0xc004fd03 when activating Server 2016 VM on Server 2019 Host

I have a Server 2019 Standard host (physical server) on a Dell PowerEdge R730. I have a guest VM in Hyper V that is Windows Server 2019 Standard that activates fine. I have a Windows Server 2016 Standard guest VM in Hyper V that gives me error code 0xc004fd03 when I attempt to activate using the AVMA key for Server 2016 Standard listed on this page:

Automatic virtual machine activation

Can I not use this key to activate Server 2016 Standard as a VM in Hyper V?
