Blue screen problems

Somehow got "locked" into Automatic Repair repetitive loop with a blue screen on windows 10. Advanced Options have blocked my every effort to recover. But, now, a hard reboot results only in a blinking dash on a black screen saying: No bootable device -- Please restart system. There is Windows Vista on my second computer. Is there a way out of this worsening enigma??
