APPLOCKER on servers

Dear all.we have successfully applied AppLocker GPO to all of computers. it works as expected. now we want apply it to servers.

is there any recommendation about it? the think I don't understand that only server admin has right to execute any file on servers. imagine I have created default rules in AppLocker and let only administrator to execute any file. Servers are controlled by administrator so what is the meaning of AppLocker in serveres? I am really bewildered.
