Windows server 2016 Ping

Hi,

I have a group of servers hosted on AWS.

When I ping from one server to another then I get:
When The server is UP I get this:

Pinging srv12 [10.1.5.163] with 32 bytes of data:
Reply from 10.1.5.163: bytes=32 time=1ms TTL=128
Ping statistics for 10.1.5.163:
Packets: Sent = 1, Received = 1, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 1ms, Maximum = 1ms, Average = 1ms

When The server is Down I get this:

Pinging srv14 [10.1.5.167] with 32 bytes of data:
Reply from 10.1.1.95: Destination host unreachable.

Ping statistics for 10.1.5.167:
Packets: Sent = 1, Received = 1, Lost = 0 (0% loss)

When I check the errorlevel of both commands I get 0.

Why does not the ping command fail ?
How do I overcome this?
