Win update fails

Last year office 2013 stopped updating. We were thinking because running on windows 8.0. Tried to upgrade OS per instruction to 8.1 but upgrade never took. Still running windows 8.0 with only defender updating. This is a nonprofit account. Two questions: #1 How to force the upgrade to 8.1? & #2 how to get updates to office 2013?
