Windows 98SE + Proiliant server

I need to install Windows 98 on a HP Proliant server. It is for a software
program that only runs on 98. The way I have been trying is booting with a
Windows 2000 Professional CD and formatting the partition in FAT32. Then I
install WIndows 98SE. The install seems to go fine and then when I reboot it
freezes. I tried a step by step and that isnt helping

Can you boot to safe mode?

Where does it freeze? create a bootlog.txt to see what's not loading.

Otherwise...maybe install win2k and run win98 in a virtual machine

I can not boot into safe mode. I tried to create the bootlog.txt but it
doesnt seem to be working.
At times it freezes on the mouse driver, but I unplugged the mouse edited
the system.ini to rem out the mouse driver. Running in a virtual environment
at this point is not an option.

Please describe what happens when you try.

Bootlog.txt typically has the "Hidden" attribute set, making it difficult to
find. Try typing "c:\windows\command\edit c:\bootlog.txt" at the
command prompt, then use "Page down" to look at the end of the file.

If the computer uses PS/2 connectors for the mouse and keyboard, make sure
they are not interchanged.

I get Insufficient memory to initialize windows. Quit one or more
memory-resident programs or remove unnecessary utilities from your Config.sys
and Autoexec.bat files, and restart your computer.
I already did what MS said Article 184447. That does not work. I am
thinking that something in the BIOS needs to be changed or disabled for this
to work.

If the computer has a large amount of memory, try removing some. If this
doesn't help or can't be done, open "c:\windows\system.ini", find or create
the "[vcache]" section and add "MaxFileCache=524288" to it. Be sure to
save the change.

Can't remove memory cause the memory is paired. I already tried the
MaxFileCache=56320

56 megabytes may not be enough. Try changing it to "524288".

I appreciate your help. Do you have any other suggestions?

There is some evidence that that diverting some memory to the video adapter
in the BIOS setup may help with a safe mode boot. For normal operation,
make sure you have "MaxPhysPage=30000" in the "[386Enh]" section of
the "system.ini" file. Also, try typing
"c:\windows\command\edit c:\bootlog.txt" at the command prompt to see
if the file was actually created during logged boot.
