How can I give a Server 2012 box a LOCAL administrator account?

I may be needing to run the local command prompt from the "repair your computer" startup option. Problem: It requires you to enter a LOCAL machine password to access this prompt. The domain administrator account is the only one that ever logs into this machine and ALL of the users are domain -- not machine -- users. The domain administrator password will not work for the command prompt. When I try to add an administrator account -- or any account -- for the local machine, I get this:



Is it possible to add this account? Or to get to the command prompt some other way?
