Logged in, screen is black/blank/empty, I can see/use the mouse, no taskbar, no desktop icons, popup saying your desktop location is not available

I've been going crazy over this one for awhile, anyone who can look into this thank you.


After Login, Black Screen, can see and use mouse, no taskbar, no desktop icons, you can see the Recycle Bin icon after closing the popup saying your desktop location is not available, Ctrl Alt Del works.

Safe Mode works, I can see my desktop icons and the taskbar.

Verified the Registry Value Data:

Ctrl Alt Del

Task Manager: File, Run New Task: regedit

Registry Editor:

Microsoft /Windows NT /CurrentVersion /Winlogon

Value Name: Shell, Value Data: explorer.exe


I ran the SFC: (Scanning OS)

Command Prompt: sfc/scannow

Windows Resource Protection did not find any integrity violations.


Shift + Ctrl + WindowsKey + B:

Screen flashes so the video driver check works...?

Alt Tab Del brings up Task Manager, able to open folders from here, when opening folders popup location not available.


Did Startup Repair (from the Troubleshooting startup page):

Startup Repair couldn't repair your PC,

Press Advanced Options to try other options to repair your PC or Shut down.

Log file: C:\WINDOWS\System32\Logfiles\Srt\SrtTrail.txt


Did System Restore (previous version, from last backup, had two different ones, did both):

System Restore did not complete successfully. Your computer's system files and settings were not changed.

Details: System Restore failed while restoring the registry from the restore point. An unspecified error occured during System Restore (0x800703f1)


Did Reset this PC: (Troubleshoot, Reset this PC, Keep Files or Remove Everything)

Tried both Keep my Files option and Remove everything option, no change no reult.


Run Clean Boot (Had to do it in Safe Mode, can't open it in normal mode):

Reboot Safe Mode: (SAFE MODE WORKS, I can see desktop icons, and taskbar)

Trying to open Doc/Pic/Vid results in "Location is not available".

Click Windows Start, type msconfig.exe in search box.

Click Msconfig

At General tab, UNCHECK the Load Startup Items from Selective Startup button

At Service tab, check Hide All Microsoft Services, then click Disable All

Restart computer

Results: Can see taskbar and use, Desktop black no icons, popup saying the Desktop Location is not available

Can not open doc/pic/vid, popup saying Location is not available.

After closing the popup about the Desktop not available, I can see only one desktop icon, the Recycle Bin.


Ran Memory Diagnostics:

WindowsKey + R

Type, mdsched.exe

Click, Restart now and check for problems.

Start

eventvwr.exe

Event Viewer: expand windows logs

Right Click System, click Find // FIND IS GRAYED OUT (Also grayed out in safe mode, can't figure out how to complete this one)

Type MemoryDiagnostics-Results

Click Find Next

Event Viewer Double click MemoryDiagnostics-Results,

Does it say "The Windows Memory Diagnostic tested the computer's memory and detected no errors"?


Check System Protection Settings:

Right click Computer,

Click Properties,

Click System Protection tab // There is no System Protection tab.

Does Hard Disk have Protection Column set to "on"?

*Deviated from Instructions:

Bottom left of System is "Security and Maintenance" clicked.

Security tab:

Windows Security Center Service (Important) The Windows Security Center service is turned off. Clicked button to right "Turn on now"

Pop up, The windows security center service can't be started.


Boot into BIOS: (During Restart hit F2)

Load default settings, Save and exit.

No new results.


Command Prompt:

bootrec /fixmbr

bootrec /fixboot

bcdedit /export c:\bcdbackup

attrib c:\boot\bcd -h -r -s //It says it can not find boot...? The OS is verified on this C:\ drive

ren c:\boot\bcd bcd.old

bootrec /rebuildbcd

y

exit



Currently right now I'm doing a Command Prompt Disk check hard drive chkdsk /f/r

I feel like this Disk Check isn't going to give me any results and would greatly appreciate any advice on what to do, thank you.
