I can't comment there; as that thread is locked. (Why are so many threads locked, while they are UNresolved??)
So, this is a bug, and Microsoft didn't give attention to it in four years??
If I remove Action Center form the system tray, the problem is gone. Surely, it can't be that Microsoft wants you to disable Action Center??
It took me about a hour to find the solution (and, I DID use Action Center. But now I know it has this stupid bug, so I have to disable it). If one million people use shortcuts on the desktop, than that's 1 million hours to combat the issue. Surely, instead of wasting 1 million hours, Microsoft could better hire a good programmer for 1 hour? Saves us 999.999 hours.
