CAL Licensing With 3rd Party Applications

I am looking at CAL licensing for Server 2016. I want to clarify something about when they are needed. Are they only required for access to Microsoft Services? I have a scenario where I am running a .NET application on Windows server. There are a number of embedded devices that connect to the application as well as client software that also connects to the application. Do the devices or clients require CAL's or not since they dont access any Microsoft services?
