windows store not working

I just purchased this computer DELL OPTIPLEX 7470 with Windows 10 Pro, and set it up today. When I went to MS Store, it keeps saying try again. So, I cannot add any extensions that way or under manage extensions in MS Edge which opens up MS store also and get the same problem. I tried Vijay's troubleshooting with the windows powershell Get-AppxPackage -allusers Microsoft.WindowsStore | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

(and the one before it) and I get:

Get-AppxPackage : Access is denied.
