Repeated Update KB4535102 fail showing "unknown error"

I see following fail alert for , "Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7 SP1 and Windows Server 2008 R2 SP1 (KB4535102)"

Failed 1 Update
Code 1 Windows encountered an unknown error


Checked support and found that I do have security update KB 4474419 installed, which is

SHA-2 code signing support update for Windows Server 2008 R2, Windows 7, and Windows Server 2008: September 23, 2019 needed for installation of above KB4535102.
