Net Framework - Uninstall & Reinstall (Please help)

Is it okay me to uninstall Net Framework 3.5 SP1 to install the latest the version? Will this mess up my computer? My operating system is window vista. I trying to download a program but this error message (Error code 5100) keeps popping up and I not able to access the program correctly.
