PLEASE HELP SOLVE MYSTERY

For about two months now my Dell Latitude E5570 has been giving me an extremely hard time. Before I get into detail of the issues at hand, I have combed through thread after thread and I can't find any resolution to my problems, or really even something close to what I'm experiencing.


When I power on my computer, I get the Dell Splash screen as normal, then I get the Windows Loading Screen, sometimes it lingers a little longer than usual. Then before I reach the lock screen, everything goes black and I only have a cursor for about 15 minutes. During that time I am unable to power the device off using the power button, and the battery is internal, so I can't really remove it to power the laptop off.


Once the lock screen finally loads, if it does at all (it might take a couple of real time power cycles of the battery life) Windows is extremely laggish. Hovering over items with the mouse works just fine, mouse tracking seems normal, but clicking an item to move forward takes about seven or eight tries. Hitting enter to get to the screen to enter my PIN acts like its transitioning to the dialogue box for me to enter my PIN and then right back to the lock screen. It will do that about three or four times before it actually allows me to type or takes my PIN.


Once Windows has booted finally, I get some of the same behaviors I get at the lock screen. System Apps will open and not load, some times they'll take forever to open and then close right after my first click. I've noticed that after each reboot, I lose all WiFi capability. I'm left with only Ethernet connections, wifi does't even show as an option. So, I have to go the Dell Support site and re-install my wireless drivers every time. Once it runs for about twenty or so minutes things are 90% normal. Still pretty laggy navigation through system menus or loading apps.


Here's some of the things I've tried that I can remember:

all DCIM.exe functions as admin

all SFC functions as admin

all chkdsc functions as admin

I have run the Dell troubleshooter and the POST boot trouble shooter.

I have run all hardware diagnostics that I can find and across the board show no errors in my file systems, MBR, HD, or memory.

I have reset, refreshed, repaired, and re-installed Windows on a formatted drive and I get the same results each time, after the first time I power the computer off I get all of these "symptoms" back. Using the Dell OS recovery tool and bootable media made from the Windows website.

I have combed through BIOS, my firewalls, my start-up behaviors, all of my system services related to wireless functions, the device manager, Windows Networking troubleshooter, Bluetooth troubleshooting, WINSOCK resets, bios updates and resets, windows updates, updated drivers straight from DELL and I get zero results, just replicating symptoms.


I have tried everything I can find on the Dell Community website, I have run every command line I can think of to resolve at least one of these issues and I get absolutely nothing.
