Massive calls to Watson.telemetry.microsoft.com

Over the last day, Windows Server 2016 has been sending a call out to watson.telemetry.microsoft.com every 1 - 2 minutes. The server is a remote desktop server and behind an allowed list in our firewall so all of the calls are getting blocked. However, it is bloating my log files and just obnoxious.

Why is this all of a sudden making hundreds of call outs?
