Double key issue

Whenever I type a key two times in a row it will not work. I am forced to wait about two seconds to type a key twice in a row. it takes forever to backspace or to change the volume. also whenever I press a new key it makes a click sound. I know this is not an error with the outside of the computer, it is definitely some type of windows error. What do I do?
