Need to restart Windows Explorer every time my computer wakes up

1. Whenever my computer wakes from being asleep, Windows Explorer does not function. I have to CTRL+SHIFT+ESC to restart Windows Explorer from task manager before I get my start menu, task bar or folders back. I got this brand new desktop a few months ago, and this has been a problem ever since. I've searched help forums, but have found no solutions. The closest I have come is people saying to run a variety of scans that all turn up no findings, or recommendations to restart Windows Explorer every time it happens. I don't want to restart Explorer every time it happens; I want it to work as it should.


2. Whenever my computer sleeps, the disconnect/reconnect sound keeps chiming. I'm including this second issue because I suspect it could be related to the first. I have also searched for solutions on this one to no avail. Best I came up with was silencing the chime, but that doesn't mean there isn't something weird still going on. I would like to solve this cause as well, not just alleviate the symptom.
