Server 2016 Datacenter Licenses

Greetings:

I have a 12 host Hyper-V cluster.

Do I need 1 regular datacenter license plus 2-core packs to cover the cores beyond the first 16?
Or do I need 12 regular datacenter licenses plus 2-core packs to cover the cores beyond the first 192?
