Can't add other user accounts

I want to add another user to my Windows 8 computer. I go into the Control Panel and to the Manage accounts tab as directed. I click on add a user account but it does not load. I go to Users in pc settings and scroll down to other users and instead of showing the add user button it shows manage accounts which takes me back to the control panel and the add user account button still does not work.
