Graphics card not working

Motherboard: Prime x470 pro
Power Supply: Powerspec 550W, 80+ Bronze
Cpu: Ryzen 5 2400g /w Vega 11 Integrated Graphics
Gpu: Amd rx 580 (8gb)
2 Ram Slots (corsair veng. 8gb each)
I have done a full malware scan, Made sure my HDMI is plugged into my graphics card and not the motherboard, Uninstalled and Reinstalled my graphics card drivers several times, Disabled the vega 11 graphics, and when I check my Device manager --> Display Adapter settings it shows "Radeon Rx 580 Series" as the display adapter and "Device is working properly". However when I run the DxDiag under run it says (Name) Radeon RX 580 Series (Manufacturer) Advanced Micro Devices, Inc. (Chip Type: AMD Radeon Graphics Processor and shows the right amount of memory (16321MB) and 8172 VRAM. However when I run a DxDiag document on my desktop it states:

Games are not loading / connection to servers, Example is when I try to launch fortnite or Call of Duty Modern Warfare it always says "connection to servers have failed" or "lost connection to Blizzard", CPU is always at 100% usage when I run any application or game, the Temperatures are fine, Please help
