Best way to store serial keys...

Right now I just have a html file and the name of the file is the serial key. Within the file there is a 0 or 1. 1 means the serial key is legit. 0 means that I have banned that key because of abuse. This seems like a very unstable method of checking to see that the software is genuine on the startup.

Is there anyway I could use a database to do this to speed it up and make it much more effecient?
