.net 4.8 install failure

hi all,

i can't install .net 4.8 (catastrophic failure), which i need to install the latest exchange cu.

Windows updates fail as well on this machine:

• 2020-03 Servicing Stack Update for Windows Server 2016 for x64-based Systems (KB4540723) - Error 0x8000ffff

• 2020-03 Cumulative Update for Windows Server 2016 for x64-based Systems (KB4541329) - Error 0x8000ffff



Things I tried:

- rename sofware distribution and catroot2 folder

- wsus offline

- downloading seperate update packages

- Sfc /scannow

- dism /online /cleanup-image /restorehealth
