When gpo refresh runs, connection security rules are briefly disconnected

We have a Win 2016 server that connects to another Win 2016 server running an SQL server. We have noticed very brief (like maybe 1-2 seconds) timeouts that happen when a GPO background refresh happens. The connection to the SQL server goes through a connection security rule. We also have connection security rules for RDP and when we are RDP'd and a background refresh happens, we see the blip. When a gpo background refresh happens, is there anything that would impact these connections and cause them to briefly disconnect, and if so, is there any way to prevent this from happening?
