I have created a workbook where I used "=TimeValue" formula. It works on my computer, but when I opened the file on another computer it shows #Value instead of a number (0.67956) representing 4:18 PM. Even when I type the number in one cell and try to get TimeValue in another the problem is still there. The System settings are the same on both computers. Also both use the same Excel (MS office 365 subscription). My Computer runs on W7 and the other on W10.
If this is of any help - I also tried in a New workbook the following:
A1: =Now() - {formatted to dd/mm/yyyy h:mm} - returning 02/05/2020 17:03
B1: =A1 {formatted to General} - returning 43953.71239155
C1: =TimeValue(A1) {formatted to Time (h:mm)} - returning #Value
