DHCP Server Failed to install 2012 R2 server

I have tried to install DHCP on 2012 R2 server, either through Powershell command or via add Role and features, but fails both ways. and I get same error as shown below, any suggestions would be appreciated.

Install -WindowsFeature : The request to add or remove features on the specified server failed.

Installation of one or more roles, role services, or features failed.

The reference assembly, could not be found. Error: 0x80073701
