2012 servers will not patch even manually

Been fighting this issue for several months now. Thought it was related to SCCM as that is how my servers are patched but I have uninstalled SCCM agent and still 4 servers suddenly all cannot be patched at same time. They only similarity is they are all 2012 servers no other OS shows this issue. And they all start with Feb 2020 patches before that all was fine for years

I have done many troubleshooting steps besides removing SCCM agent:

Manually downloaded patches and installed

Used DSIM to extract packages and tried to installed

Used Windows Update to patch after removing SCCM agent

Installing one at time in certain order SSU first

Watch the reboot process looking for errors

Eliminated any odd restore issue with backup software

All result in the same thing. Patches appear to install successfully the process no matter what I do all looks seamless with no issues/errors and calls for a reboot. After the reboot the patches still need installing and seem to have not been installed. In event viewer you see the KB installed and saying a restart is needed each time. When using WSUS and looking at history the patches just show Pending Restart status no matter how many times you restart.

I have worked with MS on this for over a month and got nowhere. Was just hoping someone might have seen this before and have a clue where to look.
