Old 7 Vista: Shut off is only option after "System Repair Cannot Repair Problem Automatically"

Old Windows 7 Vista on Vaio: goes automatically into system repair mode on start up. Tried F8 key, Safe Mode and Advanced options but same results. The only option after System Repair runs (and fails) is to send/not send to MS. Don't send leaves only option as shut down. Can this be fixed?
