Here is the setup that consistently, 100% of the time on my PC reproduces the experience:
My laptop is connected to its charger which has a USB-C port. Whenever I leave the laptop alone, i.e. I do not move the cursor, press any buttons etc., the CPU usage naturally is very low in the beginning. However, if I leave it in this state, if I leave it completely idle without me touching the PC at all WITH the power charger connected, then after a while the laptop will constantly be using around 20%-27% CPU due to this process (I found it after debugging):
ntoskrnl.exe!PsReturnProcessNonPagedPoolQuota+0xbd0
In task manager, this simply shows up as "System". I have tried disabling all startup-programs, locating the source of the high CPU; I've tried some terminal work, although at this point, I've tried so many different things that I can't recall all the individual specifics. I’ve also done sfc /scannow in admin command prompt, but that simply shows “no integrity violations”. It is very annoying because I can never leave the PC charging on itself because it will start producing excessive noise due to the fan having to cool the processor when really the processor shouldn't be using or doing anything. I've also tried installing several antimalware-services, doing complete scans, and using Windows defender, but to no prevail, so there doesn't seem to be any malware causing this (as far as I can tell). Any feedback would be greatly appreciated
Extra note: i factory reset the entire PC, and the problem is still here
