Micro-freezing/stuttering and blue screen of death when trying to restart

Please tell me if I'm leaving out any needed information, I will try to reply as fast as possible.


I've recently built a new gaming PC and immediately after installing windows and getting everything set up, it started mini-freezing/stuttering at completely random times maybe 1-3 times per second. I could be sitting on my desktop idling and it may start doing it. by mini-freezing, i mean image, audio, mouse cursor, even RGB on my keyboards and mouse all simultaneously mini-freeze/stutter 1-3 times per second and dont stop until I force shut down or select restart from start menu. when i select restart from start menu, it will sit on Restarting for about 10 minutes and then i get the BSoD (blue screen of death) with the error code: DRIVER_POWER_STATE_FAILURE which means its a driver issue, correct? When I turn the PC back on, everthing is fine. it may happen 5 minutes after power on, or it may take several hours, but eventually it happens. first of all, all of my drivers are updated and installed. I did a little YouTube research for the error code and tried running administrative Command Prompt REG ADD "HKLM\SYSTEM\CurrentControlSet\Control\SafeBoot\Minimal\MSIServer" /VE /T REG_SZ /F /D "Service" and then net start msiserver right after, let everything run, and restarted PC. problem persisted... I then tried administrative Command Prompt running /sfc scannow. scan reported Windows Resource Protection did not find any integrity violations. Restarted PC, problem still persisted... I then did a clean re-install of Windows. problem STILL persisted... I am at a complete loss of what to do. I spent a lot of money on a build I can barely use because it keeps doing this mini-freezing/stuttering thing. my specs are listed below.

Case - Corsair iCue 220T

MotherBoard - MSI MPG X-570 Gaming Edge Wi-Fi

CPU - AMD Ryzen 7 3700x

GPU - MSI Nvidia RTX 2060 Super 8gb

RAM - 32gb Corsair Vengeance

PSU - Corsair CX750

OS - Windows 10 Home
