promote a file server to domain controller

I have 2 Server 2012, one is domain controller with AD and DNS, and the other one is a file & print server to share folders and printers.

The domain controller is down due to hardware failure.

How can I make the file & printer server as a domain controller?

If it can become a domain controller, will the AD, DNS, group policy and login scripts are the same as the old domain controller?
