Good Afternoon Microsoft Team,
We have a server running virtual machine Windows Server 2016 that is giving us some issues when attempting to install the "Remote Access" role, which also installs the following services: DirectAccess and VPN (RAS), Routing & Windows Internal Database.
The Roles & Services appear to install, until the Windows Internal Database installation begins, at which point the installation fails, asking for a reboot. We've rebooted the unit multiple times at this point, and have also shut it off, to no avail.
We also ran DISM OFFLINE & DISM was also unable to complete its RestoreHealth command (DISM log attached as well for review). It appears there is some sort of reboot flag that is preventing things from installing (including Windows Update).
Attached are the screenshots, which contain the two errors that populate in Windows Event viewer when attempting to add the roles/services for the Windows Internal Database, as well as the error after the attempt fails. We attempted to add the user to the Log on as service under Secpol, as recommended by the Windows Event error, however, we were unable to modify the list.
