I can't open a downloaded app

I have a Windows Vista and my browser is Google Chrome that i couldn't update anymore (i can't open Wikipedia on it for example). When I download an app like Excel, Audacity, Minecraft Installer... it finishes the download but I can't open the app no matter how many times i click on it, uninstall, reinstall, download on a different browser, etc. It's just occupies space on my computer and literally does nothing.
