Server 2016 Cluster File Share Not Coming On-Line

We had a recent test where we were exercising server images in an isolated environment where some cluster services could not come on-line. While this is typical for this type of testing, on Server 2008, the cluster would be qualified as 'partially on-line' and the network shares associated with the cluster would also come on-line. We upgraded to Server 2016 in the last year and now during this same test the cluster shows up as failed with the single resource not on-line and the file shares also do not come on-line.

Any suggestions so that the file shares can come on-line during such isolated testing where we know one of the services under cluster control will fail?
