Powershell, the item you selected is unavailable, it might have been moved, renamed or removed

I tried fixing this issue by fixing the registry settings and deleting the disallow run, it fixed it for a while but whenever i restart my PC i keep on getting the problem again, its very annoying and there might be something wrong, and i don't know what it is. Can you please help me is there any solution that i can do?
