Server Licensing clarification

Hello,

I am trying to clarify licensing for a Windows Server that has 20 cores and would host 9 server and 5 workstation VMs. I know one option is to get a Datacenter license. However, it was my understanding that Server standard licenses could be used based on two servers per license. So I believe 5 standard licenses would cover the server VMs.

Can anyone confirm this?
