Windows Modules Installer keep switching from MANUAL to AUTOMATIC startup type

Some of my servers are showing non-compliant because of the service " Windows Modules Installer" is set in automatic startup. I changed it to manual but after a while it keeps switching back to automatic. These servers are combination of Windows Server 2008 and 2012 R2.

What could be the possible issue and how to resolve this. Can someone advise.
