Questions about OS and MS Office eligible licenses for the appliance's VM

We are a startup company in Korea and we are considering manufacturing hardware appliance and supplying it to end users.


The hardware specifications of the equipment to be manufactured are as follows.

1. CPU Core: CPU 2.1GHz 10 Core

2. Number of Virtual Machines(VM): Up to 32

3. OS installation

1) The host OS of the appliance is Linux.


2) Windows XP is installed and used as a guest OS for each VM.

- The reason for using the discontinued OS XP is that XP is relatively lighter than the latest OS and it is used only for some purposes such as

determining whether an office document is normal or not by running an application installed in the appliance.


n other words, it can be said that only some features are used, not all features of the OS.
(We are also considering using Windows 7 in the future.)


3) MS Office installation

- Each VM has either Office 2003 or Office 2007 installed.



Question 1) When considering the above hardware specifications and VM, which MS Office and OS license should we purchase?

From what we found, it seems to purchase Commercial OEM license, but we're not sure.


Question 2) Regarding the above answer, what is the approximate price when purchasing the license?
