How to prevent programs from preventing sleep

Some programs keep preventing my laptop from sleeping, and so it stays on all night after pressing the sleep button.

After many attempts I have found different programs which when stopped will allow the computer to sleep, sometimes MS office, sometimes Chrome and sometimes UTorrent. However, in the past several years, the laptop has always been able to sleep even with ALL these programs running, so it is an intermittent problem.


In my power settings, I have allow wake timers disabled, and multimedia settings - when sharing media and when playing video - allow the computer to sleep. There is no "allow to sleep" option for the hard disk. except it says turn off disk after 10 minutes.

The above settings are both for battery and for plugged in.

I have no power management tab for any device in the device manager

Why don't the above settings work for all programs, and what can I do about it?

The last command - -devicequery wake_armed shows nothing
It is the periodic disk activity that keeps the computer awake, so how do I set the disk to allow the computer to sleep, when there is no power management tab in the device manager?
