Windows 10 from large hd in dead pc to SSD in new build

I have a 6 tb hard drive with Windows 10 and about 2 tb of .raw images and edited jpgs. The computer stopped booting a couple of months ago and, as it was 8 years old, I decided on a new build.

I have a 1 tb SSD and I'd like to move the operating system to that but leave the photos on the old hard drive. I'm not sure how to get started here. Should I place the old hard drive on the new system and start there (I don't even know if there are any things to worry about in putting an old hard drive with a new mb and processor.

Would I start with the old drive, get the system up and running, then add the SSD and try to clone? And can I clone it with just the operating system and leave the files on the original drive?

I've read everything I can about this sort of transfer and I haven't yet found one where the SSD is considerable smaller, there's a lot of data to preserve on the HD, and the whole build is new.

I appreciate any help y'all can offer.
