Port 25 can not be opened

On Windows 2012 R2, there two NICs, one for LAN, one for VPN.

I have created a new inbound rule for port 25.

When VPN NIC disabled, Telnet works, means port 25 opened.

When VPN NIC enabled, LAN gateway removed, Telnet failed

Any suggestions?
